My landlord is trying to charge me to rent a ladder to clean the dust off our high ceilings. Is this fair?

She's trying to say the cob webs and dust on the fan is caused by "not changing the furnace filter on time." Also, our wood heater broke naturally and was leaking water for a straight week and ran the water bill up to $169. Our landlord pays the water bill unless it's more than $35 and this is the only time it was more than that. Is it fair to make us pay the water bill if it's not our fault it was broke?
